Under the menu options in Scrubit is an option labeled "Restore Original Runs."  This option will return auto running services (these are processes running prior to logon) to the state at the time Scrubit was installed.  If the service was on "Automatic" it will be returned to automatic.  If the service was "Disabled" (system hardening) it will remain disabled.  This will not return a badware program cleaned by by Scrubit (Scrub'd).
